The translated Vietnamese letter reads:
A notice about the organization of catching dogs that are free and showing signs of rabies in Thao Dien ward. From March 10, 2023, they will organize to catch stray dogs with signs of rabies in Thao Dien ward.
After that, they will bring the dogs back to Le Thuoc street. After 48 hours, if the dog’s owner does not come to redeem their dog, the dog will be destroyed.
The procedure to redeem your pet will be:
a) photos, b) documents to show you bought or sold the dog, c) local officials or two people to confirm you are the owner, d) current vaccination certificate for your dog.
If you are successful in proving your ownership, you will pay a fine for letting your dog loose and not having the dog vaccinated. The owner will also be required to pay for the dog’s 48 in custody.
Only when all the above is taken carer of, the owner will be reunited with their dog. [End of letter.]
Dogs which are not claimed within 48 hours will be destroyed.
Based on historical past it has to be assumed dogs will be bludgeoned and left to die. There are no animal protection laws in Vietnam so humane animal death is not required by law.
An existing law in Vietnam for “stolen property” states it is to be either crushed or burned.
Prior to covid a truck was caught illegally entering Vietnam. The truck was loaded with live cats in bamboo cages for the cat meat trade. The loaded truck was seized and the bamboo cages of cats laid out on a road. Tip trucks were brought in and they drove over the top of the cats trapped in the bamboo cages! Horrific and barbaric beyond imagination. Authorities acted within their law of either crushing or setting fire to stolen property.
Human euthanization injections for captured dogs from Thao Dien will not be reality. Dog deaths will be brutal and cruel. Owners must keep their dogs inside their own property or have their dogs leashed whenever walking outside their property with their pet dog. No exceptions.
